Within the framework of the planning of the new Programming Period 2021–2027, Break Even Consulting undertook the preparation of the Strategic Environmental Impact Assessment (SEIA) for the Fisheries, Aquaculture and Marine Programme 2021–2027.
The purpose of the Programme is to contribute to the implementation of the strategic objectives of the Ministry of Rural Development and Food regarding the fisheries sector:
a) strengthening the competitiveness of the fisheries sector,
b) strengthening fisheries entrepreneurship,
c) rational use of natural resources and resilience to climate change,
d) integrated development of the fisheries sector.
Description
The Strategic Environmental Impact Assessment (SEIA) was prepared within the framework of the Strategic Environmental Assessment procedure of the Programme, aiming at the timely and comprehensive consideration of environmental issues early in the decision-making process, so that they are adequately taken into account during the implementation of the projects.
The main objectives of the SEIA included:
Detailed description of the Programme, its purpose and objectives.
- Detailed description of the existing state of the environment.
- Identification, assessment and evaluation of potential significant impacts on the environment, particularly primary and secondary, cumulative, synergistic, short-, medium- and long-term, permanent and temporary impacts, in areas such as biodiversity, population, human health, fauna, flora, soil, water, air, climatic factors, material assets, architectural and archaeological heritage, landscape and the relationships between the above factors.
- Identification of proposals, directions and measures for the prevention, limitation and, where possible, mitigation of any significant adverse environmental impacts.
- Proposal of a monitoring system for significant environmental impacts arising from the implementation of the Programme.
Solution
Integration of the environmental dimension prior to the adoption of the Programme, through the establishment of the necessary measures, terms and procedures for assessing and evaluating its impacts, which are incorporated into the environmental terms to be observed during its implementation, within the framework of sustainable development.
