Description
The Strategic Environmental Impact Assessment (SEIA) was prepared within the framework of the Strategic Environmental Assessment procedure of the Programme, aiming at the timely and comprehensive consideration of environmental issues early in the decision-making process, so that they are adequately taken into account during the implementation of the projects.
The main objectives of the SEIA included:
- Detailed description of the Programme, its purpose and objectives.
- Detailed description of the existing state of the environment.
- Identification, assessment and evaluation of potentially significant impacts on the environment, particularly primary and secondary, cumulative, synergistic, short-, medium- and long-term, permanent and temporary, positive and negative impacts in areas such as biodiversity, population, human health, fauna, flora, soil, water, air, climatic factors, material assets, cultural heritage, including architectural and archaeological heritage, landscape, and the interrelationships between the above factors.
- Identification of proposals, guidelines and measures for the prevention, limitation and, where possible, mitigation of any significant adverse environmental impacts.
- Proposal of a monitoring system for significant environmental impacts arising from the implementation of the Programme.
Solution
Integration of the environmental dimension prior to the adoption of the Programme, through the establishment of the necessary measures, terms and procedures for assessing and evaluating its impacts, which are incorporated into the environmental terms to be observed during its implementation, within the framework of sustainable development.
